The Office of Chinese language Council International was also called Hanban for short. Xu Lin, the director of the Office of Chinese language Council International and secretary-general of Confucius College expressed in the interview of the reported that Hanban would put more efforts and support the Latin American countries to spread the Chinese teaching in these countries.

For many foreign students who studied Chinese, they must know that Hanban was the main place to support the development of Chinese teaching. It made the policies and schemes of the Chinese popularity. It supported the education agencies in different parts in different countries to develop the Chinese teaching. It directed the headquarters of the Confucius College to develop branches in different countries. It had the function to make the standards of Chinese teaching and evaluation. It also set the standards of the teachers to teach student how to study Chinese and also appointed the teachers abroad. Another function was to develop and popularize the HSK exams.

Xu Lin said Confucius College had prepared well to solve the problem of the shortage of the Chinese teachers in Latin American countries and relevant measures would be taken to support the countries. In the first place, Hanban would expand the quota of people who would win the scholarship to the Latin American countries and supported the Latin American countries by sending the foreign students to learn Mandarin in China. Second, Hanban would arrange a faculty of three hundred full-time teachers who would be selected from the volunteers to support the Chinese teaching of Latin American countries. Third, mandarin majors in Confucius colleges and universities in different countries would be supported to develop local teachers who could teach Chinese to the people in the foreign countries.

Xu Lin also said the sustainable development of the Confucius Colleges in different countries needed the long-term schemes. The countries should formulate different plans to meet the different needs of the respective countries. In the process of formulating and practice, the Confucius College should learn from the local culture to improve the influence of the Confucius College among the countries. The aim was to realize the bilateral and deep communication and exchange between China and other countries as well as spreading Chinese.
